Families raising three or more children are entitled to various benefits and allowances as families with many children. For example, for the third and subsequent children born no earlier than January 1, 2013, an additional monthly benefit is paid up to 3 years of age. The amount of the benefit corresponds to the regional subsistence minimum per child (according to the latest data, its amount is 9,477 rubles).

- a question that interests not only the needy themselves (and there are about 54 thousand people with many children in the capital), but also the state and local authorities. In addition to federal measures, privileges for those raising 3 or more children are distributed at the level of regional authorities. Thus, in 2016, about 16 billion rubles were allocated from the capital’s budget to support such citizens.

Officially, this fact is confirmed by the law “On social support families with children in the city of Moscow" and other regulations.

The list of support measures includes medical, utility, transport, land preferences, as well as tax benefits for large families. One-time and permanent payments are assigned, and in-kind assistance is provided with clothing and food. In addition, awards and bonuses are given to especially distinguished mothers.

But in order to receive all these material and non-material benefits, you must first of all legalize your status.

To obtain the status of a large family, a family must meet a number of criteria:

  • raise three or more minor children at the same time (up to 16–18 years of age, depending on whether the child continues education or not);
  • be low-income;
  • live together and take care of offspring;
  • live in the capital.

If, in addition to your own children, you have adopted children or stepchildren who live with you, you can also count on privileges. After registering a newborn or registering guardianship, collect a package of documents and submit an application to the social security authorities, after which you will be given a certificate with which you can officially apply for benefits at the tax office, housing office, at work, at school and medical institutions, cultural institutions, and transport.

Moscow is the most affluent city of federal significance, so enough funds are allocated here to provide privileges and subsidies to both children and fathers with many children, and especially mothers, on whose shoulders the upbringing of the younger generation is mainly entrusted.

Changes in the law

Previously, a Moscow family with at least 3 minors was considered to have many children, and since 2008 this status has been maintained until the youngest child’s 16th birthday (18th birthday if he is still in school).

Also, the number of benefits and the volume of payments have recently increased.

Documentation

When contacting any Moscow social security authority at your place of residence or MFC, collect a standard package of documents:

  • applicant's passport;
  • marriage certificate;
  • photo of spouses;
  • children's birth certificates;
  • certificates of school/full-time study at a university (sometimes to extend status large family Children over 18 are also taken into account if they continue their studies at a station and do not bring income to the family);
  • adoption act (if any);
  • income statement;
  • evidence of cohabitation with children in Moscow.

Single parents are also given preferences, and on a larger scale. In this case, you need to provide the social support authorities with a certificate of divorce/death of your spouse and a document confirming that the children are in your care.

The application will be drawn up on site according to the provided sample.

List of benefits for mothers

Mothers spend not only time and energy, but also their health, on giving birth and raising children, so special support measures have been developed for them in the field of medicine, pension insurance, cash payments, etc.

The pension for the mothers of many children is accrued earlier - from the age of 50:

Specifically in Moscow, women who have raised 10 or more children (their own or adopted ones) are entitled to:

  • free dentures (but not made of precious metals) in municipal dentistry;
  • medications according to doctor's prescription.

Those of them who have retired (any kind) are credited with 10,000 rubles monthly.

In addition, heroine mothers (who gave birth to and raised 7 offspring) are given the Order and Medal “Parental Glory” and a monetary reward in the amount of about 100 thousand rubles.

Child benefit

For a newborn, regardless of whether he is the first, second or third, one of the parents is paid money at the place of work. If the mother and father are unemployed, the benefit is issued by the social security authorities. The size of the standard benefit is about 14,500 rubles. at one time.

In the same way, amounts are paid for each child adopted into the family.

Up to 1.5 years of age, an infant care benefit is accrued, and this payment is 2 times more for the 2nd and 3rd newborn.

Since 2013, a separate benefit for the third child has been introduced in 53 constituent entities of the Russian Federation, where the demographic situation is generally worse than in the country. This list includes the capital and St. Petersburg. For the third child, a monthly allowance is accrued until he reaches 16 years of age. The benefit is provided only to those with many children and at the same time to the poor. That is, if the income of a family with at least 3 minors is above the fixed subsistence level, they are not entitled to benefits.

The amount of regular payments for a child 1.5 - 3 years old is 2500 rubles, up to 18 years old - 1500 rubles.

Tax preferences

The opportunity to receive discounts in the tax code allows large “cells” of society to save significantly. Exemption from tax duties can be complete or partial. To receive a discount, submit an application to the responsible authority along with supporting documents.

Personal income tax discounts for persons with 3 or more children are provided, even if the family is not recognized by officials as having many children. The standard deduction for the 3rd and all subsequent children born or adopted is 3,000 rubles. (for comparison, the discount for the 1st and 2nd child is 1,400 rubles). In total, the working father and mother will receive 5,800 rubles. deduction per month.

If the parent is single, the amount doubles.

The right to a personal income tax discount is retained if a person under 22–24 years of age continues to study at a station. Even when the eldest child reaches 18 - 24 years old, a deduction of 3,000 rubles will still be provided for the 3rd born/adopted child.

The benefit is canceled if the income of a parent with many children exceeds 350,000 rubles. / year.

If father of many children or his spouse decides to become an individual entrepreneur, then they do not pay a registration fee.

Algorithm for obtaining housing

Not all large families with 5 or more children managed to register for subsidized housing before March 1, 2005.

The rest do not need to despair, since for them there are a number of measures to improve their living conditions.

The Moscow authorities offer such citizens to partially purchase living space with their own money if each family member has less than 18 m².

The following options are available:

  • subsidies for the purchase / construction of a house, apartment, room;
  • favorable loan for an apartment - housing is purchased from the city at a reduced price at 10% per annum with a down payment of only 10%;
  • at the birth of other children, 18 m² will be written off from the installment plan;
  • social mortgage with a starting 30% contribution and a loan at 11.7% per annum;
  • in addition, the cost of 30 m² is deducted from the redemption price of such preferential apartments.

City and regional authorities also help tenants by paying 50% of the average market (not actual) rental cost.

To get this benefit, go to the capital's rental housing center. Please note that families with 5 or more children have special housing preferences, you can find out more about which from the social protection authorities.

Hello! My name is Belova Olga Borisovna. I have been working in the field of jurisprudence since 2013. I specialize mainly in civil law. Studied at the Northern (Arctic) Federal University named after M.V. Lomonosov. Faculty: Jurisprudence (Lawyer).

For the lucky owners of three or more children, it would always be useful to know what benefits the state provides to large families in order to improve their quality of life. This article presents and describes in accessible language the most recent, relevant information for 2013. As you know, the world does not stand still, however, the attitude of people in our country towards large families is still unchanged: care, desire to help, gratitude and understanding - these are the feelings that, for the most part, people experience towards them.

It should be noted that in addition to joy, raising children, of course, requires a lot of costs, both moral and material. And here, of course, we cannot do without the helping hand of the state. We need material and social support and protection.

What benefits and benefits are provided by law to large families in 2013?

At first glance, the country is doing a lot in this direction, but after making a deeper analysis, it becomes clear that there is still a lot to be done and undertaken in this direction. It is very difficult to understand the jungle of legislation in this area. The first step in this direction should be a clear understanding of who exactly our legislation classifies as large families. This definition includes families in which three or more children under the age of eighteen are raised. But even if children are over 18 years old, but not older than twenty-three years old, and also receive higher education on a full-time basis, then they are also representatives of families who are entitled to benefits. In this case, the profile and status of the university do not matter.

First of all, the most important benefits will be the following:

  1. The right to receive a discount of up to 30% when paying utility bills
  2. Possibility of receiving some medications for free if the family has a child under 6 years of age
  3. Possibility of providing free housing from municipal property if families are deemed to be in need of improved housing conditions
  4. Obtaining a mortgage on preferential terms or obtaining a construction loan at a lower interest rate
  5. The right to receive a country garden plot (which is important to note, this right is extraordinary). If a family is engaged in farming, the state provides it with preferential tax rates
  6. Children studying in general education institutions (for example, schools) have the right to receive two free meals a day in the school canteen. They are also provided with a free set of school and sports uniforms (for each child from a large family). During leisure hours, children have the right to free admission to exhibitions or museums once a month.
  7. Children entering preschool institutions, have the right to priority enrollment
  8. Free travel on suburban and urban social routes
  9. The opportunity for children from large families to receive free health vouchers, or the provision of free prosthetic and orthopedic equipment in cases where it is necessary
  10. Parents of three or more children have the right to get a job with preferential working conditions (of course, this is interesting primarily for women). If one or both parents open a sole proprietorship, they are exempt from paying registration fees.
  11. Various types of cash benefits are the so-called compensation payments.

Legislation in the area of support for these families is constantly being amended; it is being improved and changed in accordance with the requirements of the time.

An example of this would be:

  • the education law, which now clearly prescribes and establishes benefits for receiving preschool education children from this category of families. Benefits for children when receiving secondary education are also determined by this regulatory act. For example, this act establishes benefits when children from families with three or more children receive a place in a preschool educational institution; the right to meals is free for schoolchildren.
  • The regulatory act on land relations caused a huge response and interest from society, as well as a controversial attitude towards it. The meaning of this act is that it establishes the right of these families to receive land. At the subject level Russian Federation its size is established and regulated by law. One of the most important conditions provision of a plot is its purpose for housing construction.

Regional benefits

Legislation is being adjusted not only at the federal level, but also in the regions.

  • For example, considering the Yaroslavl region, it can be noted that a bill was adopted there, in accordance with which the amount of benefits paid monthly to families where adopted children are raised and raised has changed. If such a family has children under twelve years of age, the benefit amount is 7,200 rubles, and over this age - 8,000 rubles. The law also determined a salary increase of 1,800 rubles for educators working with orphans (read also:). In general, this bill is aimed at increasing the number of families raising adopted children in the regions.
  • In the Novosibirsk region, in accordance with changes since 2013, families in this category are entitled to a payment of 7,280 rubles for their third child, which must be paid monthly until the child is three years old (read also:). On the territory of this region of our country there is a law that establishes and determines not only free, but also priority provision for this category of families. The procedure and conditions for the provision of a site, as well as its intended purpose, are prescribed in the relevant regulatory act.

There is a special offer for visitors to our website - you can get advice from a professional lawyer completely free of charge by simply leaving your question in the form below.

Thus, we can conclude that a lot of effort needs to be made in improving the legislative framework in this area. At the same time, we need to work towards increasing the effectiveness of these laws in practice, and not just existing on paper. Monitoring and constant improvement of local laws is necessary. And the ultimate goal, of course, should be a stable, secure and socially protected life for large families. Because, by the level of care and responsibility towards them, the state shows its level of social development. But still, benefits for large families effective in 2013, give very good privileges and incentives for creating a large family.

In accordance with Decree of the President of the Russian Federation No. 431 “On measures for social support of large families,” in each region the authorities themselves decide which families with how many children should be classified as large families.

In most constituent entities of the Russian Federation, families with three or more children under the age of 18 are recognized as having large families. There are exceptions. For example, in the Republic of Mari El, families with four or more children are considered large families, in the Krasnoyarsk Territory - with five or more children.

If in a large family one of the children has already reached the age of 18 and is studying full-time at a higher educational institution of any type, then until they reach the age of 23, such a family, as a rule, is also considered to have many children. In some regions, a family loses its status as a large family immediately after the eldest child reaches adulthood, regardless of whether he went to get an education or not.

When registering as part of a large family, the following are not taken into account:

  • children in respect of whom a parent has been deprived of parental rights;
  • children transferred to orphanages and boarding schools for full state support.

What benefits can a large family claim in Russia?

The rules for providing benefits and benefits to large families may change, but last years no radical changes were observed. Benefits for large families are still provided on the basis of a law adopted in 1992.

  • ensuring priority allocation of garden plots for large families;
  • provision of preferential loans, subsidies, interest-free loans for the purchase of building materials and housing construction.

What privileges can large families have in the regions?

Depending on the region, large families, in addition to federal ones, receive the following regional benefits:

  • free land plots;
  • additional monthly allowance for the third child and subsequent children until they reach the age of three. The amount of the benefit corresponds to the regional subsistence minimum per child;
  • benefits for payment of transport tax;
  • early pension for a mother with many children (retirement at 50 years old, instead of 55);
  • employment of parents with many children at work with a flexible schedule;
  • training and retraining of parents taking into account the needs of the regional economy.

Keep in mind that benefits are provided to a family for one calendar year. Over the course of a year, family income may change, children grow and their ages change. Therefore, at the end of each calendar year, the family submits documents for annual re-registration, as well as to receive a certificate confirming the right to benefits.

Expenses for the implementation of rights and benefits provided to large families and their members are made from funds from the federal budget and the budgets of the constituent entities of the Russian Federation.

The procedure and conditions for reimbursement of these expenses are approved, respectively, by the Government of the Russian Federation and the executive authorities of the constituent entities of the Russian Federation in the manner established by law. Financing of additional measures to support large families established by state authorities of the constituent entities of the Russian Federation is carried out from the budgets of the relevant constituent entities of the Russian Federation and other sources not prohibited by law.

So, what needs to be done to put your rights into practice? To obtain a certificate of a large family and a certificate of entitlement to benefits, parents must contact the social protection authorities at their place of residence.

The average per capita income of a large family is determined in accordance with the Decree of the Government of the Russian Federation dated February 22, 2000 No. 152 “On the procedure for recording income and calculating the average per capita income of low-income families and low-income citizens living alone to provide them with state social assistance.”

If the average per capita income does not exceed 100% of the subsistence minimum, a large family is issued a certificate of entitlement to benefits.

The provision of benefits for housing and utilities to a large family is carried out by organizations and enterprises that provide housing and communal services to the population, on the basis of a written application from one of the parents of a large family, a certificate of a large family and a certificate confirming the family’s right to receive benefits.

A large family provides these same documents to receive benefits in kindergarten, school, transport and in all cases described in the Federal Law.
