Introduction.

Every day in life confirms that the institutions of the Pension Fund of the Republic of Dagestan, taken together, are the most important link in the state system for ensuring social protection of the population and social and political stability in the country. The fund's activities are supported by material well-being not only 38 million pensioners in Russia, but also helps tens of millions of their children and grandchildren survive. Today we are going through an active phase of reform aimed at further improving pension system, providing the older generation with a decent life. The implementation of what is planned requires from each employee of the Department not only knowledge and experience, but also responsibility, attention to people and mercy, the awareness that his personal contribution to work is the key to improving the lives of pensioners. Most employees have all these qualities. As elsewhere, the republic is undergoing a reform of the pension system. Its fundamental principles are being radically disrupted. The necessary legal framework for the new system is being formed and the process of creating viable elements and mechanisms of this system is nearing completion.

As of December 31, 2003, the total number of pensioners in the republic was 465,364 people and increased by 8,857 people over the past year, which is 22% of its total population. Moreover, for every ten workers there are twelve pensioners, and the average pension amounted to 1,370 rubles, in the Russian Federation - 1,747 rubles, in the Southern Federal District - 1,617 rubles.

For the fifth year now, timely payment of pensions has been ensured in Dagestan. By decision organizational issues related to the introduction of new pension legislation is entirely handled by the State Institution - the Pension Fund Branch Russian Federation in the Republic of Dagestan.

Its functions include ensuring targeted collection and accumulation of insurance pension contributions on the territory of the republic, assignment, recalculation of pensions, their financing and payment, in other words, the implementation of pension policy in the republic in accordance with federal legislation.

To perform these functions, appropriate structures have been created in all cities and regions - Directorates (Departments). By the way, the proposed management structure is recognized as one of the most successful in Russia.

A total of 55 Directorates (Departments) in the cities and regions of Dagestan and in the city of Makhachkala Center for the payment of pensions.

They are fully staffed, provided with their own or rented premises, computers and other office equipment.

Computer accounting has its own characteristics and is radically different from conventional - manual. The computer not only makes accounting easier, but also reduces the time required to prepare documents and reports.

The main goal of the Pension Fund of the Republic of Dagestan at the present stage is to strengthen the insurance principles in the compulsory pension system.

The main characteristic of the dynamics of the non-state pension system is the continuing concentration of financial resources and participants in a limited number of funds.

The initial reform model, which the Pension Fund reported on at the Government meeting in October 2000, was as follows.

It was proposed not to change the current pension system, when a certain portion of workers’ wages is transferred to the Pension Fund, which is divided approximately equally among all pensioners. And the problem of the shortage of funds that will arise in 2010 - 2018 (when the number of retirees will significantly exceed the number of beginners) labor activity) due to demographic risks, it was supposed to be solved using funds allocated to a reserve fund specially created for these purposes.

The task was set to modernize the current pension system in such a way that the result of this modernization would be an increase in income used to create reserves for future obligations.

An increase in income, for example, by reducing the tax rate (contributions) to the Pension Fund can lead to an increase in the tax base and an increase in tax revenues, since in 2000 the share of “hidden” wages in household income was, according to the State Statistics Committee of Russia, about 320%.

The new pension will be three-tiered– accordingly, the funds allocated by employers for the pension provision of employees will be distributed into three streams.

The first part is tax (14%). It goes to the federal budget and from there is used to finance the so-called basic part labor pension and social pensions.

The second is the insurance premium (14; 12 or 11% depending on the age of the insured citizen, depending on the employee’s belonging to a certain age group), goes directly to the Pension Fund. The corresponding amounts are reflected in the individual account of a particular employee and are used to finance the current obligations of the pension system. When an employee retires, the state guarantees him payment of the equivalent (taking into account the growth of wages in the country during this period) of the amount that was credited to his account.

The third part is the insurance premium (from 2 to 6%, starting from 2006) is received by the Pension Fund of the Russian Federation, reflected in a special part of the individual personal account of a particular employee and sent to finance a pension only at the time of the employee’s retirement.

The rest are not taken into account under the current system.

To automate the accounting of management support of the Pension System, it is planned to use the Microsoft Visual FoxPro 9.0 system.

Experience when using externally developed software products shows that there are some maintenance problems associated, first of all, with the fact that the enterprise being automated and the developer are in different cities.
